Nine Visits to TEDA, Six Stars Shining Together—Egyptian Prime Minister Madbouly Inaugurates Key Projects in the TEDA Cooperation Zone

On April 23 local time, Egyptian Prime Minister Mostafa Madbouly led a high-level delegation on their ninth visit to the Sino-Egyptian TEDA Suez Economic and Trade Cooperation Zone (TEDA Cooperation Zone), where they officially inaugurated the commissioning of six major projects within the zone. They were accompanied by Walid Gamal El-Din, Chairman of the Suez Canal Economic Zone Authority; Wei Jianqing, General Manager of China-Africa TEDA Investment Co., Ltd.; Cao Hui, Executive Director of the TEDA Cooperation Zone, and other officials.
Six Stars Shining: Covering the Entire Value Chain of Strategic Emerging Industries
Prime Minister Madbouly and his delegation consecutively inaugurated six major projects, including Phase I of the Xinlinfei Solar Energy Project, the Hong Kong Dingchangsheng Textile Project, the Borex Glass Project, the Green Recycle Plastic Recycling Project, the Shengyuan Steel Structure Project, and the Jo Steel Steel Pipe Manufacturing Project, in a tightly packed yet highly efficient schedule. Each of these newly completed projects boasts distinctive features: they are all urgently needed by the Egyptian market, strongly stimulate employment, and hold significant export potential, thereby forming a comprehensive industrial matrix that spans green energy, high-end manufacturing, circular economy, and strategic base materials.
The first phase of the Xinlinfei Solar Energy Project has been officially inaugurated. With a total investment of US$200 million, the project has become one of the largest industrial investments in the renewable energy sector within the Canal Special Economic Zone. The project will be developed in two phases; upon full completion, it is expected to directly create more than 1,800 jobs and generate annual export revenues of US$300 million. The first phase alone involves an investment of US$90 million. Notably, this project has set a new record for the shortest time—from signing to completion—among all projects in the TEDA Cooperation Zone.
The Hong Kong Dingchangsheng Textile Project has secured US$6 million in investment and has received explicit support from the Premier for “supporting the expansion of the textile industry, enhancing its value-added content, and increasing export opportunities in global markets.”
The Borex Glass Project, as a key component of Prime Minister Madbouly’s current inspection tour, underscores the nation’s strategic orientation toward supporting specialized industries, deepening local manufacturing, and increasing reliance on domestically produced components.
The Green Recycle plastic recycling project has received an investment of US$5 million and boasts an annual capacity of 8,000 tonnes. The project aligns with Egypt’s green economy policy and its commitment to environmental sustainability, thereby supporting the transition toward a circular economy.
The Shengyuan Steel Structure project has received an investment of US$3 million and boasts an annual production capacity of 15,000 metric tons of steel structure products, including trusses, bracing systems, scaffolding, roof towers, and various types of structural steel for construction. This initiative supports the localization of Egypt’s engineering industry and the upgrading of its infrastructure.
The Jo Steel steel pipe manufacturing project currently involves an investment of approximately US$45 million, with plans to increase it to US$75 million. The facility will have an annual production capacity of 72,000 tonnes of spiral welded steel pipes, sufficient to meet about 60% of the local market’s demand for steel pipes, making it a key initiative in the nation’s efforts to deepen the localization of heavy and strategic industries.
At the inauguration ceremony, Walid Jamal El-Din, Chairman of the Special Economic Zone Authority, stated that these projects represent a “qualitative leap” for the economic zone in the fields of renewable energy, engineering, and the metal industry. He emphasized that by providing state-of-the-art infrastructure and specialized industrial zones, the authority will promote industrial integration across different sectors, thereby ensuring rapid project implementation and operational efficiency.
Nine Visits During His Term: The Premier’s “Teda Complex”
Since 2016, Prime Minister Mostafa Madbouly has visited the Teda Industrial Zone almost every year, repeatedly stating that “the Teda Industrial Zone is an ideal model for the development of industrial parks in Egypt.” During this visit, Prime Minister Madbouly once again emphasized that the Teda Industrial Zone has become a key platform for Egypt to attract high-quality investment, promote industrialization, develop a green economy, and expand exports. The Egyptian government attaches great importance to the development of new and renewable energy as well as the circular economy, and will continue to provide policy support and incentive measures to facilitate the localization of industrial value chains. Walid Gamal El-Din, Chairman of the General Authority for the Suez Canal Economic Zone, stated that the Teda Industrial Zone continues to attract high-quality investments that are green, high-value-added, and highly catalytic, effectively driving the transition to a circular economy and the enhancement of local supply chains, thereby serving as the core engine for the high-quality development of the Suez Canal Economic Zone.
Win-Win for All Sides: Integrating Economic, Social, and Environmental Benefits
The simultaneous completion of six projects this time spans six major industrial sectors—new energy, high-end textiles, specialty glass, green circular economy, engineering steel structures, and strategic metal pipes—with a total investment of nearly US$360 million. The projects are expected to create more than 2,000 direct jobs, marking a solid step forward for the TEDA Cooperation Zone on the path of industrial agglomeration and high-quality development.
As Egypt’s top administrative official, Prime Minister Madbouly has personally visited the TEDA Cooperation Zone nine times—a frequency that is exceedingly rare among economic and trade cooperation zones in Egypt and across the Middle East and Africa. His recent special visit to officially inaugurate six major projects marks another comprehensive endorsement at the highest Egyptian level for the TEDA Cooperation Zone in such fields as high-end manufacturing and green circular economy. From attracting advanced manufacturing to fostering a green circular economy, from the entry of individual enterprises to the clustering of entire industrial chains, and from light industry and textiles to strategic heavy industries, the TEDA Cooperation Zone has continuously injected new momentum into Egypt’s industrialization process, serving as a vivid example of the deep alignment between the Belt and Road Initiative and Egypt’s Vision 2030.
