Recently, the Suez Economic and Trade Cooperation Zone between China and Egypt—Teda Suez (Teda Cooperation Zone)—held a business symposium for the first quarter of 2026 and officially launched the “Self-Discipline Covenant for Employers in Zone Enterprises” and the “Environmental Protection Covenant for Textile and Dyeing Enterprises.” More than 20 enterprise representatives from within the expansion zone attended the meeting and signed the covenants on-site, including all 12 textile and dyeing enterprises. By strengthening institutional development to lay a solid foundation for growth and fostering collaborative self-regulation to build collective momentum, the Teda Cooperation Zone is injecting dual impetus into the creation of a fair, orderly, green, and sustainable international business environment through simultaneous standardization of employment practices and enhanced ecological protection, thereby helping China-Egypt economic and trade cooperation move toward a higher-quality stage.
As an important cooperation platform and economic and trade hub for the joint construction of the Belt and Road Initiative between China and Egypt, the TEDA Cooperation Zone has consistently adhered to the development philosophy of "compliance first, green development as the foundation," and is committed to building a standardized and eco-friendly industrial highland. The two newly launched covenants closely align with Egypt’s national and local laws and regulations, taking into account the specific conditions of the park and industry characteristics. Guided by the core principles of "self-discipline, integrity, and win-win cooperation" and "legal compliance, source control, and self-regulation through joint governance," these covenants have established a comprehensive and refined governance system covering the entire process—from labor management to ecological protection.
In terms of labor management, the convention clearly defines fundamental principles such as legality, compliance, and fair competition, guiding enterprises to avoid abnormal personnel turnover and unfair competitive practices. At the same time, it reasonably delineates the scope of normal talent mobility and, through establishing communication and coordination mechanisms and implementing tiered management measures, strikes a balance between safeguarding enterprises’ legitimate rights and interests and promoting workers’ career development. Regarding environmental protection, the convention focuses on key aspects of wastewater, exhaust gas, solid waste, and hazardous waste management in the textile dyeing and printing industry, specifying clear standards for emissions and disposal, setting out requirements for rectification and establishing a robust supervision mechanism. It is committed to building an environmental governance framework characterized by “enterprise self-discipline, park-level oversight, and industry-wide collaborative governance.”
The simultaneous implementation of the two conventions represents an important step for the TEDA Cooperation Zone to enhance its governance capacity and optimize its development environment. Moving forward, the Cooperation Zone will, guided by these conventions, continue to strengthen its services and guidance, supporting enterprises in practicing compliant operations and fulfilling their environmental protection responsibilities, thereby achieving a harmonious integration of economic benefits and socio-ecological benefits. Currently, enterprises have responded enthusiastically and jointly signed the conventions, actively participating in the zone’s high-quality development through concrete actions. As the next step, TEDA will encourage all enterprises in both the initial and expanded zones to sign a self-regulatory convention on employment practices, fostering a unified commitment to compliance across the entire zone and jointly creating a fair, orderly, and harmonious development environment that will inject sustained momentum into China-Egypt economic and trade cooperation.
