On December 16, local time, the groundbreaking ceremony for the ATUM Solar Integrated Industrial Park was held in the Suez Economic and Trade Cooperation Zone between China and Egypt—known as the "TEDA Cooperation Zone." This marked the official launch of construction for this green manufacturing project, which covers the entire photovoltaic industry chain. Senior Egyptian officials, including Deputy Prime Minister and Minister of Industry and Transport Kamal Wazir and Chairman of the Suez Canal Economic Zone Authority Walid Gamal Eddin, attended the ceremony and joined representatives from various partner companies to witness this significant milestone in multinational energy cooperation. This project represents another landmark achievement for the TEDA Cooperation Zone in fully implementing the new development philosophy and promoting the clustered development of green industries.
I. Deepen international cooperation and build a new paradigm for the green energy industry.
Located in the TEDA Cooperation Zone, this project has a total investment of approximately 220 million U.S. dollars and covers an area of about 200,000 square meters. It is jointly developed by companies from China, Egypt, the United Arab Emirates, and Bahrain, creating a diversified cooperation model characterized by "technology-driven innovation, capital empowerment, and collaborative management." The project is supported by a leading Chinese photovoltaic enterprise that provides core technological expertise, while Egypt's AH Industrial Management Company serves as the project management entity, responsible for local operational coordination. The UAE’s Global South Utilities Company and Bahrain’s Infiniti Capital are key investors, providing financial backing and facilitating connections to regional market resources. This multi-stakeholder collaboration mechanism fully demonstrates the aggregation effect of the TEDA Cooperation Zone as an international industrial platform.
The project plans to build three core facilities: a 2 GW solar cell manufacturing plant, a 2 GW solar module manufacturing plant, and a 1 GWh energy storage system plant. These facilities will form a closed-loop system covering the entire solar energy industry chain. The products will be supplied to global markets as well as to Egypt itself and the Middle East and Africa region. Upon completion and full operation of the project, it is expected to create approximately 850 direct jobs. Moreover, by deepening local procurement and giving priority to locally sourced raw materials such as Egyptian aluminum and glass, the project will strongly promote coordinated development across upstream and downstream industries and enhance the level of industrial localization.
II. Implement the national vision and establish a regional benchmark for the green economy.
In his speech, Egyptian Deputy Prime Minister Kamal Wazir pointed out that Egypt is actively promoting the development of the green energy industry through its “Vision 2030,” and is committed to becoming a regional and even global hub for clean energy. The TEDA Cooperation Zone, with its well-developed infrastructure, superior geographic location, and mature park services, provides strong support for such high-tech, large-scale investment projects.
Walid Gamal El-Din, Chairman of the Suez Canal Economic Zone Management Authority, stated that the Atum Solar Industrial Park is a landmark project driving the economic zone’s transition toward a green economy. As an open, international industrial platform connecting Asia and Africa and radiating globally, the TEDA Cooperation Zone—leveraging its intercontinental geographic advantages, extensive network of free trade agreements, and a well-developed, modern logistics system—can help companies located within the zone easily access international markets and achieve sustainable development.
III. Highlight the platform’s value and serve the broader goal of green cooperation under the Belt and Road Initiative.
The establishment and construction of the Atum Solar Integrated Industrial Park represent a key step in Egypt’s implementation of its “2030 Vision,” further solidifying Egypt’s position as a central hub for the new energy industry in the Middle East and Africa region. For the TEDA Cooperation Zone, the successful introduction of this project not only demonstrates the zone’s strategic foresight and investment attraction capabilities in the green energy sector, but also serves as a concrete practice to support the high-quality development of the China-Egypt jointly-built Belt and Road Initiative and to deepen cooperation in the green industry.
