
Egyptian Prime Minister Madbouly meets with Qu Defu, Party Secretary and Chairman of TEDA Holding

On the morning of August 31, Egyptian Prime Minister Mustafa Madbouly, who came to China to attend the 2025 Shanghai Cooperation Organization Summit, warmly met with Qu Defu, Party Secretary and Chairman of TEDA Holdings, and his delegation at the Tianjin Shangri-La Hotel. The two sides had in-depth and extensive exchanges on the latest development achievements and future plans of the China-Egypt TEDA Suez Economic and Trade Cooperation Zone (hereinafter referred to as the TEDA Cooperation Zone).

Prime Minister Madbouly expressed his gratitude to TEDA Holdings for its outstanding contributions to China-Egypt economic and trade cooperation and investment promotion in the Suez Canal Economic Zone over the years, and congratulated on the newly signed contract for the transfer of land use rights for the 2.86 square kilometers of westward expansion of the TEDA Cooperation Zone. Prime Minister Madbouly pointed out that the TEDA Cooperation Zone has become an important model for China-Egypt economic and trade cooperation. He has personally visited the park six times, each time deeply feeling the positive momentum of the park's continuous development. Prime Minister Madbouly emphasized the expectation to prioritize the introduction of strategic industries such as new energy vehicles, wind power, photovoltaic modules, energy storage, renewable energy, and seawater desalination manufacturing to accelerate the development, construction, and investment promotion of the westward expansion area. Meanwhile, Prime Minister Madbouly reviewed his meeting with President Xi Jinping of the People's Republic of China yesterday, where both sides agreed to promote the effective alignment of the Belt and Road Initiative with Egypt's Vision 2030 initiative, using cooperation in economic and trade zones such as the Suez Economic and Trade Cooperation Zone as a link to strengthen cooperation in trade, joint manufacturing, new energy, and other fields. Prime Minister Madbouly hopes that TEDA Holdings will play a more active role in implementing the consensus of the two countries' leaders, leveraging advanced park development concepts and rich experience to replicate projects across regions such as the New Administrative Capital and Alamein New City.

Chairman Qu Defu expressed gratitude to Prime Minister Madbouly for his attention and support to the TEDA Cooperation Zone. He pointed out that the TEDA Cooperation Zone is a landmark project aligning the Belt and Road Initiative with the Suez Canal Corridor Development Strategy, and a demonstrative project of China-Africa cooperation under the Belt and Road framework. At present, it has become a key platform for China-Egypt economic and trade cooperation, achieving significant political, economic, and social benefits. In July 2025, the TEDA Cooperation Zone signed a westward expansion land contract with the Egyptian side, marking the total development area of the TEDA Cooperation Zone exceeding 10 square kilometers, entering the 3.0 era, and ushering in a critical stage of upgrading and high-quality development. In June and August 2025, witnessed by His Excellency the Prime Minister, new projects such as Xinlinfei solar modules and Sailun tires, with a total investment of 800 million US dollars, were signed, marking the successful completion of investment promotion for 7.34 square kilometers of the TEDA Cooperation Zone. In 2026, the tenth anniversary of the unveiling of the TEDA Cooperation Zone expansion area by the heads of state of the two countries will be celebrated. TEDA Holdings will actively implement the consensus of the leaders of China and Egypt, accelerate the development, construction, and high-quality development of the TEDA Cooperation Zone; at the same time, fully leverage synergy effects to promote enterprises within the system to invest in projects such as a 200MW substation and waste-to-energy in Egypt, facilitating China-Egypt bilateral cooperation, serving the Belt and Road Initiative, and contributing to Egypt's economic development, livelihood improvement, and industrial transformation.
To date, the TEDA Cooperation Zone has attracted nearly 200 enterprises to settle in, with actual investments exceeding 3 billion US dollars, cumulative sales exceeding 5.9 billion US dollars, tax payments close to 300 million US dollars, and directly solving employment for more than 10,000 people.
