Recently, the 25th meeting of the Council of Heads of State of the Shanghai Cooperation Organization member countries was held in Tianjin. On the eve of the summit, the Tianjin Taxation Bureau of the State Taxation Administration held a special policy briefing session called "Tax Communication for SCO e-Enterprise Tianjin Excellence" to help enterprises investing in Shanghai Cooperation Organization member countries, observer countries, and dialogue partner countries resolve tax-related questions and highlight tax risks. At this briefing, a special enterprise not only brought its own tax-related questions but also those of other enterprises operating within its overseas industrial park. This enterprise is China-Africa TEDA Investment Co., Ltd.
"The tax authorities held a special symposium for us"
The China-Egypt Suez Economic and Trade Cooperation Zone, operated by China-Africa TEDA, is located in the northwest economic zone of the Suez Bay in Egypt, a dialogue partner country of the SCO. Currently, the China-Egypt Suez Economic and Trade Cooperation Zone has attracted more than 180 enterprises, with an investment amount of about 3 billion US dollars, cumulative sales exceeding 5.9 billion US dollars, tax payments close to 300 million US dollars, and directly providing employment for nearly 10,000 people.
"After several years of effort, the overseas subsidiaries of China-Africa TEDA have not only achieved profitability but also can distribute profits to domestic investors," said the financial officer of China-Africa TEDA. "Due to the increasing scale of the company's overseas investments year by year, coupled with the complexity of the indirect tax credit policy, the issue of indirect tax credit for overseas income of overseas subsidiaries once became a tough problem for us. Thanks to the Tianjin tax authorities for tailoring solutions to handle indirect tax credit matters, eliminating international double taxation, and reducing the tax burden on enterprises."
As the operating enterprise of the China-Egypt Suez Economic and Trade Cooperation Zone, China-Africa TEDA often receives requests for assistance on tax matters from enterprises within the cooperation zone. "With the increasing number of Chinese enterprises investing in the China-Egypt Suez Economic and Trade Cooperation Zone, the tax-related issues they face are also increasing, and we promptly report these to domestic tax authorities," said the person in charge.
The Tianjin tax authorities actively established a channel for collecting and responding to demands, using China-Africa TEDA as a platform and serving Chinese-funded enterprises within the China-Egypt Suez Economic and Trade Cooperation Zone. They promptly collect, organize, and respond quickly to the demands of Chinese enterprises in the park. In April 2024, the Tianjin tax authorities held a special tax service symposium for China-Africa TEDA, inviting representatives of enterprises from the cooperation zone and enterprises intending to invest in Egypt to communicate on-site at the main offline venue, while connecting online with representatives of enterprises in the Egyptian park to answer complex tax-related questions.
Reporters learned that the Tianjin Economic and Technological Development Zone Taxation Bureau, together with the District Development and Reform Bureau, jointly signed a "Memorandum of Cooperation on Serving the China-Egypt TEDA Suez Economic and Trade Cooperation Zone" with China-Africa TEDA, further smoothing the cooperation mechanism, ensuring rapid response to demands, helping enterprises eliminate potential risks, and promoting cross-border dispute mediation.
