
Zhejiang Provincial Center for Low-Carbon Ecological Development Signs Cooperation Agreement with TEDA Cooperation Zone

On September 22, 2025, Han Zhifu, Chief Engineer of the Zhejiang Provincial Department of Ecology and Environment; Lin Qinglai, Director of the Zhejiang Provincial Emergency Response and Monitoring Center for Ecology and Environment; Yang Wenmin, Director of the Zhejiang Provincial Center for Low-Carbon Development in Ecology and Environment; Wang Guoquan, Director of the Zhejiang Provincial Marine Monitoring Center; Zhang Haiyun, Captain of the Wenzhou Municipal Enforcement Team for Ecological and Environmental Protection; and Gu Zhenyu, Director of the Zhejiang Provincial Institute of Ecological and Environmental Science & Design, paid a visit to the China-Egypt Teda Suez Economic and Trade Cooperation Zone (referred to as the Teda Cooperation Zone) for an inspection. Cao Hui, Executive Director of the Egypt Teda Special Economic Zone Development Company, warmly welcomed the delegation. Both sides held an in-depth discussion on topics such as promoting regional low-carbon development, enhancing resource sharing, and strengthening technological exchanges.

Cao Hui welcomed the delegation to the TEDA Cooperation Zone for their visit and inspection. He noted that, as a key platform for China-Egypt cooperation, the TEDA Cooperation Zone has attracted numerous Chinese enterprises, including several from Zhejiang Province, to set up operations there. He expressed his hope to establish a long-term partnership with the Zhejiang Provincial Center for Ecological Environment and Low-Carbon Development, jointly fulfilling social responsibilities and driving the park toward new breakthroughs in the green and low-carbon sectors.
Han Zhifu stated that Zhejiang, as the birthplace of the philosophy "Lucid waters and lush mountains are invaluable assets," has seen numerous Zhejiang-based enterprises actively establishing a presence in the TEDA Cooperation Zone, vividly demonstrating their pioneering spirit and inherent commitment to environmental protection. Yang Wenmin expressed that the Zhejiang side looks forward to collaborating with TEDA Cooperation Zone and its resident companies—including several Zhejiang-based enterprises—to jointly explore effective approaches that balance development and governance, particularly by fostering deep cooperation in the field of carbon emissions.

During the event, the Zhejiang Provincial Center for Low-Carbon Ecological Development and the TEDA Cooperation Zone signed a framework cooperation agreement. Both parties will focus on strategic synergy, jointly advancing the goals of peaking carbon emissions and achieving carbon neutrality, while strengthening alignment in policy principles and fostering mutual learning from each other’s development strategies—ultimately contributing to the global agenda for sustainable development. The signing of this cooperation agreement officially marks the establishment of a long-term partnership between the Zhejiang Provincial Center for Low-Carbon Ecological Development and the TEDA Cooperation Zone, laying a solid foundation for the two sides to move forward hand-in-hand on the path of green and low-carbon development.
