On September 10, local time, the groundbreaking ceremony for Sailun (Egypt) Xuri Tire Co., Ltd. was held grandly in the expansion area of the China-Egypt TEDA Suez Economic and Trade Cooperation Zone (TEDA Cooperation Zone). With a total investment of nearly US$300 million, this project marks Sailun Group’s first large-scale tire manufacturing base in the Middle East and Africa region—and also represents another landmark achievement of cooperation between China and Egypt under the framework that aligns the Belt and Road Initiative with Egypt’s “Vision 2030.”
Walid Gamal El-Din, Chairman of the Egyptian Suez Canal Economic Zone Authority (SCZONE), along with Egyptian government representatives including Tarek, Governor of Suez Province; General Mohktar; Ahmed, Vice Chairman; and Mostafa, Vice Chairman, jointly attended the ceremony alongside Chinese delegation members such as Zhao Liuqing, Minister-Counselor at the Chinese Embassy in Egypt; Chang Weicai, President of the China-Egypt Chamber of Commerce; Xie Xiaohong, President of Sailun Group; and Cao Hui, Executive Director of Teda Special Economic Zone Development Company in Egypt. All participants officially broke ground and laid the foundation for the project.

From signing the contract to breaking ground, it took less than a month.
The Sailun Egypt project plans to build a modern factory capable of producing 3 million semi-steel radial tires and 600,000 all-steel radial tires annually, with a construction period of just 18 months. Once completed, the project will significantly enhance Sailun's supply chain efficiency and localized service capabilities in global markets, particularly in Africa, the Middle East, and Europe.
Xie Xiaohong stated in her speech that the Egyptian factory marks a crucial step in Sailun's global expansion strategy. We will not only bring cutting-edge production technologies and manufacturing concepts, but also drive the development of the local industrial chain, create jobs, nurture talent, and truly achieve our goal of "establishing ourselves in Egypt, serving Africa, and radiating globally."
The project was officially signed on August 13, witnessed by Egyptian Prime Minister Mostafa Madbouly. From signing to groundbreaking and construction commencement, the entire process took less than a month, once again setting a new benchmark for "Teda Speed."
Cao Hui said in her speech that the TEDA Cooperation Zone has always been committed to providing enterprises with comprehensive and highly efficient service support. The rapid progress of the Sailun project would not have been possible without the strong backing of the Egyptian government, particularly SCZONE and the Suez Governorate, and it also reflects Sailun Group's unwavering confidence in the Egyptian market and the promising prospects of China-Egypt cooperation.

Cooperation zone empowers, providing a high-quality platform for Chinese enterprises "going global."
Egypt is vigorously advancing the localization of its automotive industry. As a leading enterprise in China’s tire sector, Sailun Tire’s establishment in Egypt will further strengthen the country’s regional position not only in tires but also in automobile manufacturing. Walid Gamal El-Din, Chairman of SCZONE, noted: "This project is a vital component of Egypt’s national automotive strategy and will significantly boost the development of a fully integrated automotive industry cluster in the Suez Canal Economic Zone."
As a national-level platform for China-Egypt economic and trade cooperation, the TEDA Cooperation Zone has, over 17 years of development, attracted nearly 200 enterprises to set up operations, with actual investments exceeding US$3.5 billion. With its comprehensive infrastructure, bonded logistics, industry chain support, and "one-stop" service system, the zone has become a strategic gateway for Chinese companies looking to enter the Middle East and African markets.
Sairun Group specifically noted that the choice of TEDA Cooperation Zone was driven by its proven expertise in park operations and its strong ability to integrate local resources, which can significantly reduce the uncertainties and operational costs associated with companies' overseas investments.
The groundbreaking of the Sailun Egypt project is not only a significant milestone in Sailun Group’s global expansion strategy, but also a vivid demonstration of China and Egypt deepening their production capacity cooperation to achieve mutual benefits and win-win outcomes. As the joint construction of the Belt and Road Initiative by China and Egypt enters a high-quality development phase, this project will inject fresh momentum into the two countries’ robust collaboration across multiple sectors.
