Corruption is the biggest threat facing our party. It is not only the basic policy of the anti-corruption struggle, but also an important strategy for comprehensively and strictly administering the party in the new era. Recently, the Commission for Discipline Inspection of Yantai City, Shandong Province established a special research group to conduct research on the comprehensive situation of the overall promotion of the "three noes" system and mechanism.

Some problems in promoting the practice of overall planning

The construction of an integrated system and mechanism that does not dare to corrupt, cannot corrupt, and does not want to corrupt has a strong political, basic and comprehensive nature. It involves multiple responsible subjects of the party committee, the disciplinary committee, and the party's functional departments. It is a complex system project. At present, the grass-roots level has an inaccurate grasp of the connotation, extension and positioning of the "three noes.

The unity of knowledge and action is not in place. At present, all levels can promote the "three nos" from the perspective of the important strategy of comprehensively and strictly governing the party in the new era. However, in terms of specific implementation, some party organizations have no clear understanding of the issue of "who will grasp" and rely on discipline inspection. The inertial thinking promoted by the supervision agency has not been completely reversed, and the leading role is not fully played, and the effect of integrating the party's working organs and related departments to form a joint force is not obvious. Some party organizations are not sure how to grasp "how to grasp". In terms of promoting "dare not", they tend to deal with the problems of Party members and cadres in a low-key manner, and the notification of cases of violation of discipline and law is large, and the warning and deterrent effect is not fully exerted; in promoting "can't", there are more passive rules and regulations and less active deepening of reform; in promoting "don't want", Combined with the actual management of the unit, there are not many methods that are distinctive, targeted, and can promote the improvement of cadres' consciousness.

The work force is not balanced. Some discipline inspection and supervision organs believe that the greatest achievement is to handle the case well, and the work will come to an end after the case is closed, and there is little analysis and judgment on the deep-seated problems such as lack of supervision and system loopholes behind the case. through the investigation and handling of the case to promote "can not be corrupt" and "do not want to be corrupt" is not fully played. Some people do not make enough efforts in ideological and political work when promoting "dare not to be corrupt." they use ideals and beliefs and the party's policy education to transform the objects of examination, so that they sincerely admit their mistakes and regret their mistakes. In some cases, when promoting "no corruption", it is not enough to absorb the effective practice of "dare not corrupt", the analysis and judgment of the loopholes in the system and mechanism exposed by the case in the suggestions of discipline inspection and supervision are not enough, the rectification opinions put forward are not detailed and realistic, and the tracking and supervision are not timely and effective.

Through fusion is not smooth. Departments and units such as supervision and inspection, review and investigation, party style, letters and visits, publicity, case management, trial, and stationing and inspection agencies all have the responsibility and task of promoting the "three noes" as one, and the realization of the comprehensive effect of the "three noes" should be taken as an important consideration for promoting the work. The survey found that in the specific work at the grass-roots level, these functional departments are fragmented to varying degrees when implementing the deployment, and the work lacks overall planning and joint force has not yet been formed. For example, the discipline inspection and supervision organs of the seven cities (districts) investigated on the spot have to a certain extent the problems of simplification and procedure in announcing the punishment decision, and how to turn "a piece of paper" into "a lesson" and do a good job in educational return visits. the exploration and research are not deep and the substantive actions are few.

Effectively solve the problem of inadequate incoordination and imbalance.

At present, party committees and discipline inspection and supervision organs at all levels must constantly deepen their ideological understanding of building an integrated system and mechanism that dare not, cannot, and do not want to be corrupt, and profoundly grasp its internal logical connection. in view of the problems of inadequacy, disharmony, and imbalance in the promotion practice, we should continue to make up for shortcomings and strengths and weaknesses.

Build a responsibility system. The main responsibility lies in the party committee, the special responsibility for supervision and assistance lies in the discipline inspection and supervision organs, and the responsibility for implementation lies in the party organizations at all levels and the functional departments of the party and state organs. Party committees at all levels must thoroughly study and judge the situation and tasks of party style and clean government building and anti-corruption struggle, take the initiative to grasp the characteristics and laws of anti-corruption work in different periods, different regions, and different fields, and make the overall design of building the "three noes" system according to the time and situation. Discipline inspection and supervision organs at all levels, while strengthening the restriction and supervision of power operation and strengthening the high-pressure deterrence of anti-corruption, combine supervision and punishment with system and education, pay attention to finding the general problems existing in the integration of "three noes", find out the system loopholes and blind spots of supervision, and promote the party committee, government and functional departments to implement the main responsibility through discipline inspection and supervision suggestions, Strengthen the reform of supervision mechanism and system construction in key areas, deepen warning education, ideological and moral education, and party discipline and national law education, and use the "two responsibilities" to coordinate and promote the "three differences" in the same direction.

Make up for the weakness of the short board. It is necessary to implement the dual leadership system of local discipline inspection commissions, continue to strengthen the leadership of higher-level discipline inspection commissions over lower-level discipline inspection commissions, improve and improve the working mechanism of "two priorities and one report" for lower-level discipline inspection commissions and "three priorities and one report" for dispatched agencies, deepen the "three turns" at a higher level and higher level, and promptly correct the tendency of grass-roots discipline inspection and supervision organs to deviate from the main responsibilities and replace the main responsibilities. It is necessary to accurately use the "four forms" to strengthen the restriction and supervision of the operation of power. At the same time, through case analysis reports and political ecological analysis reports, we should dig deep into the root causes of corruption, and strengthen governance and rectification with discipline inspection and supervision proposals, inspection and rectification proposals, and supervise and deepen reform. It is necessary to develop a positive and healthy inner-party political culture, take political life seriously, resolutely resist the erosion of inner-party life by the principle of commodity exchange, and create a political ecology with a clean atmosphere. We will continue to purify the social atmosphere, strengthen the education of ideology, morality, party discipline and national law, promote the construction of a clean culture, and strive to create a social atmosphere that advocates honesty, fairness and justice.

Sound governance system. To study and formulate opinions and methods for the integration of the "three nos", starting from the aspects of work process, task division, methods and methods, and responsibility implementation, let the "three nos" integration promotion concept run through the whole process of discipline inspection and supervision work, and continuously enhance the work system and integrity, Synergy, fully release governance efficiency. It is necessary to guide supervision and inspection, review and investigation, party style, letters and visits, case management, trial, and stationed agencies, inspection agencies, and other offices and departments to fully perform their respective responsibilities, but also broaden their work horizons, take the initiative to take a step forward, and do a good job in their respective fields. "Three noes" integrated promotion work. In terms of "dare not to corrupt", we must always maintain a positive and high-pressure situation, and lay a solid foundation for "cannot be corrupted" and "do not want to be corrupted". At the same time, we must firmly grasp the "one case, three reports and one warning" for typical cases investigated and handled. In terms of "no corruption", we should make good use of all kinds of supervision results, and urge relevant departments and units to deepen reform and improve the system by finding problems. Give full play to the role of letter and visit problem research and judgment, case management data analysis, and big data research and judgment, urge party organizations at all levels to shoulder the main responsibility, strengthen the prevention and control of clean government risks in local departments and units, and fasten the system cage. In terms of "don't want to be corrupt", we must do a good job in the education and guidance of the party constitution, party rules, party discipline and constitutional laws and regulations on the "face" to ensure that the education and guidance are fully covered; on the "line", we must keep a close eye on the areas where corruption cases are prone to occur, and distinguish industry systems.
