Deploy major institutional reforms that need to be deepened, and key tasks that need to be promoted, it points out the way forward and provides a fundamental follow for upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity in the new era. This is a programmatic document of Marxism and a political declaration on upholding and developing socialism with Chinese characteristics.
