I am Lang Dong, Grade II Inspector of Tianjin Municipal Bureau of Commerce. Very honored to be able to come to the beautiful Hangzhou to attend the event! The China-Egypt TEDA Suez Economic and Trade Cooperation Zone (TEDA Cooperation Zone for short) is a national-level overseas economic and trade cooperation zone approved by the Ministry of Commerce. It is a landmark project of my country's "Belt and Road" initiative and the development strategy of the Suez Canal Corridor in Egypt. Over the years, the Tianjin Municipal Bureau of Commerce has effectively implemented the spirit of the previous speeches of the General Secretary on the work of the TEDA Cooperation Zone and the strategic deployment of the central and municipal governments, and has taken effective measures to fully promote the work of the cooperation zone.

The first is to improve the top-level design and realize the system guarantee. Guided by the Belt and Road Initiative, China has carried out top-level docking with the Egyptian government and established a three-level coordination mechanism for the TEDA Cooperation Zone. In 2016, the two governments signed a coordination mechanism agreement to clarify the legal status of the TEDA cooperation zone. In 2017, the first-level intergovernmental coordination committee was established and held its first meeting under the framework of the economic and trade mixed committee of the two countries. Since 2018, our bureau and the Suez Canal General Administration have regularly held meetings of the cooperation zone management committee at the second level of the coordination mechanism to coordinate and solve daily specific problems in the cooperation zone. The three-level coordination mechanism provides government services and communication channels for the TEDA Cooperation Zone from macro policy guidance to specific problem solving, and reduces the risks of enterprises building and entering the zone from the political level.

Second, the city leaders attach great importance to the coordination of various departments. The leaders in charge of the Tianjin Municipal Government have presided over many special meetings to listen to reports on the development and construction of the TEDA Cooperation Zone, and promote the resolution of outstanding problems and difficulties. The Tianjin Municipal Bureau of Commerce established a coordination mechanism for the city to promote the high-quality development of overseas economic and trade cooperation zones, and convened the Municipal Development and Reform Commission, the Municipal Foreign Affairs Office, the People's Bank of China, Tianjin Customs, and Binhai New Area to hold regular special meetings to study and deploy related work, and coordinate and solve various problems.

The third is to promote the high-quality development of the cooperation zone. At the beginning of 2019, the Tianjin Municipal Government and the General Administration of the Suez Canal Special Zone signed a memorandum of understanding to promote the accelerated development of the TEDA Cooperation Zone. The two sides promote the high-quality development of the cooperation zone by implementing six major measures to optimize the business environment, promote the linkage between the two zones, cultivate leading industries, expand platform functions, improve financial services, and carry out people-to-people exchanges. After all-out efforts, TEDA Cooperation Zone will be qualified to carry out international bonded logistics and general trade and re-export trade in Egypt in 2019. In 2020, it will be qualified to carry out bonded warehouse business, engage in empty and heavy container storage and bonded goods storage. In 2021, it will be qualified to import and store used cars in Egypt.

Four is to assist in the development of precision investment. Over the years, the Tianjin Municipal Bureau of Commerce has used the Tianjin Economic and Trade Fair, China-Africa Expo, China-Arab Expo, Xiamen Investment and Trade Fair and other stages to continue to promote the TEDA Cooperation Zone; at the same time, it has joined China-Africa TEDA to go to the Yangtze River Delta, Pearl River Delta, Bohai Rim and other places from time to time to carry out industrial chain investment promotion, attracting a large number of enterprises to develop in Egypt.

The fifth is to win the support of all parties at home and abroad. Since the establishment of the TEDA Cooperation Zone, the Tianjin Municipal Bureau of Commerce has strived for national and local financial support for the construction of the cooperation zone for nearly 0.3 billion yuan; at the same time, our bureau has maintained long-term close communication with various departments and bureaus of the Ministry of Commerce, our embassy in Egypt and the Economic and Commercial Office. Report the situation and strive for support.

These are some of the work done by Tianjin to promote the construction of TEDA Cooperation Zone. It is believed that with the joint efforts of the Chinese and Egyptian governments, the TEDA Cooperation Zone will become a modern green industrial new city with complete infrastructure, complete supporting services, complete industrial chain, strong radiation capacity and sustainable development. I hope that all guests and bosses will have the opportunity to inspect the TEDA Cooperation Zone in depth, invest in Egypt as soon as possible, and achieve mutual benefit and win-win!
