At the start of the New Year, Teng Fei, Secretary of the Party Committee and General Manager of TEDA Industrial, led a team to conduct research and provide guidance at TEDA Thermal Energy and Sino-African TEDA. During the visit, he listened to reports on the progress made in the first quarter and the key annual work plans, and offered guidance to help each enterprise adopt an energetic and proactive attitude—“starting with full speed and striving for excellence from the very beginning”—to achieve a strong start to the first quarter and lay a solid foundation for a successful launch of the 15th Five-Year Plan.
At Teda Thermal Energy, Teng Fei pointed out that, as a comprehensive energy enterprise in the Economic Development Zone, Teda Thermal Energy should not only ensure stable supply and smooth operations but also seize the strategic opportunities presented by the “dual carbon” goals and the development of zero-carbon parks in the Economic Development Zone. To this end, Teda Thermal Energy must accelerate its digital, market-oriented, and green transformations and make every effort to build a new-type integrated energy system. It is crucial to strengthen strategic planning, deeply engage in the top-level design of zero-carbon parks in the Economic Development Zone, prepare the “15th Five-Year Plan” to high standards, clearly define the path for transformation and development, and solidify the foundation for high-quality growth. We must adopt a market-oriented mindset, proactively shift our business philosophy and operational models, enhance technological innovation and the commercialization of research results, focus on cultivating high-quality projects in our core business, and continuously build up momentum for development. Moreover, we need to improve management efficiency by embedding a “cost-accounting” mindset throughout the entire process—production, operations, and management—and step up efforts to collect and clear accounts receivable. Through refined cost control, we can empower the enhancement of operational efficiency.
At Zhongfei Taida, Teng Fei stated that this year marks the 10th anniversary of the groundbreaking ceremony for the expansion phase of the China-Egypt Cooperation Zone, a pivotal year for the project. Zhongfei Taida must remain committed to “serving national strategies and helping Tianjin build a new pattern of open development that integrates both domestic and international markets,” and make every effort to promote high-quality development of the cooperation zone. To achieve this, we must drive strategic upgrades, fully leveraging the demonstration and leading role of the cooperation zone by focusing on three key areas—assets, energy, and services—to diversify the park’s business formats, optimize its revenue structure, and accelerate its transformation into a comprehensive development service provider for industrial new cities. We must also advance management upgrades by optimizing the governance structure, deepening the construction of internal control and compliance systems, establishing an information-based security system, and solidifying risk prevention and safety safeguards. Furthermore, we need to upgrade our operational model by exploring and promoting REITs among institutions within the cooperation zone, thereby achieving a “value shift” for existing assets. We should make good use of the cooperation zone’s bonded warehouses and the financial and settlement advantages provided by Jinlian Group in Hong Kong to create a growth hub for trade activities. Finally, we must efficiently launch the development of the western expansion area, ensure the implementation of the 200-megawatt substation, and continuously enhance the park’s overall competitiveness.
During their research visit, Teng Fei and his delegation emphasized that all enterprises must always uphold Party building as the guiding principle, unswervingly enforce full and strict governance over the Party, create distinctive Party-building brands, identify and promote advanced role models, and ensure that the Party flag flies high at the grassroots level. It is essential to strengthen leadership team development and the building of a cadre and talent pipeline, continuously enhance the professional competence of the cadre队伍, hone their ability to take responsibility and get things done effectively, and provide solid support for high-quality development. We must firmly establish a bottom-line mindset and awareness of red lines, rigorously implement safety production responsibilities, focus on strengthening management of relevant parties and project sites, comprehensively improve risk prevention and control capabilities, and provide robust safeguards for the enterprise’s high-quality development.
