Due to the combined effects of geographical, transportation, and historical conditions, Tianjin Port has been the most important vehicle import port in my country for a long time. After the pilot project of parallel import of automobiles in Tianjin pilot Free Trade Zone was officially approved by the Ministry of Commerce in 2015, the local government took many measures to promote the orderly and standardized development of parallel import automobile industry. At present, there are 50 pilot enterprises of parallel import of automobiles in Tianjin pilot Free Trade Zone registered by the Ministry of Commerce, accounting for about 1/3 of the national total. In addition, Tianjin Port has built 3 large-scale automobile cities, more than 20 automobile exhibition halls, and more than 1000 related enterprises specializing in wholesale and sales of parallel imported cars. In addition to serving "individual customers", Tianjin Port also supplies nearly 1500 enterprises in 220 cities across the country. Based on the advantages of agglomeration, Tianjin Port has formed a complete and efficient parallel imported automobile purchase and sales industry chain around the parallel imported automobile industry, including overseas procurement, freight forwarding, customs clearance and commodity inspection, warehousing and logistics, financing and credit, and after-sales three guarantees.

Throughout the country, although there are nearly 30 ports carrying out vehicle import business, Tianjin Port has always been the leader in terms of volume. As early as 2017, the number of parallel imported cars has reached 134000, taking the lead in becoming the first port in China with more than 100000 parallel imported cars. For many years before and after, Tianjin Port's flat traffic imports accounted for more than 60% of the country's total, and has always been in the core leading position.

Future used car export bridgehead

In April 2019, the Ministry of Commerce, the Ministry of Public Security, and the General Administration of Customs jointly issued a document to pilot the export of second-hand cars in areas with mature conditions across the country. No suspense, Tianjin is one of the first 10 pilot cities. As of the first half of this year, for more than a year, the export value of second-hand cars at Tianjin Port was nearly 30 million yuan, ranking among the top in the country, and it has become the country's first second-hand commercial vehicle export area. With a good start, can Tianjin Port continue the myth of parallel imported cars and continue to lead the country in the export business of second-hand cars?

From the government level, efforts should be made to create a healthy industrial environment. Actively explore the establishment of second-hand car export industrial parks, develop vehicle transit ports, organize an international summit forum on second-hand car export, and build an information platform for government supervision and service ...... Tianjin has also developed an assessment and exit mechanism for second-hand car export enterprises, and the list of pilot enterprises is dynamically adjusted: unsuitable enterprises will be removed, and newly selected enterprises need to be based on the preliminary examination and recommend of the Tianjin Pilot Free Trade Zone Management Committee, according to the scoring criteria by the expert group, through the examination of application materials, PPT demonstration and on-site defense, the examination and evaluation shall be conducted, and finally the shortlist shall be made public.

From the enterprise level, we are actively expanding the market. Needless to say, the form of integrating resources and organizing groups to go to sea is also innovative: the departure ceremony of China (Tianjin) used car export overseas fair-Dubai station has just opened on July 26, and the opening of China Egypt's "second-hand car sea road" will follow one after another, and the launching ceremony will be held around the end of August. The latter is jointly participated by Huaxingbei Automobile Trading Co., Ltd., China Africa TEDA Investment Co., Ltd., and China Aid Import and Export Group Co., Ltd., which are listed in the list of second-hand car export candidates in Tianjin Pilot Free Trade Zone with the highest score in the current period in 2020. The "group" in the general sense can only increase the scale advantage. The three companies are good at each other, and their businesses overlap but not overlap, starting from the capital, technology, each performs its own duties and complements its own strengths. It is conceivable that with this rational and precise cooperation model, once the "second-hand car sea road" between China and Egypt is opened, Chinese second-hand cars will continue to be exported to Egypt and even the Middle East and North Africa, and then drive the entire industrial chain and surrounding industries. The development of business formats.

Under the premise that the traditional advantages remain unchanged, supplemented by policy guidance and support, and based on the steadiness and innovation of enterprises (alliances), Tianjin Port will rebuild the country's largest used car export distribution center.
